Part of the review for managers is being able to fire or be able to layout people. By handing out promotions to some and not others who may be doing a better job, it keeps everyone running in place and watching their backs, stabbing each other before they get stabbed in the back. And if someone gets too close and threatens their position, they deny them a promotion or bad-mouth them behind their back. I know, all too well. But that is what is fostered in the company.
